What is PD?
Permitted Development (PD) is planning permission granted By ARTICLE 3. (1) of the
Town and Country Planning (General Permitted Development) Order 1995. (The GPDO)
The GPDO contains lots of PARTS which are nothing to do with our houses. The PARTS
which are relevant to householder development are PARTS 1, 2 & 40, under 17 Classes.
Each Class deals with different types of work.
PS. If you’ve heard about the new regulations brought in last year, it’s PART 1
of the 1995 GPDO which was amended by those new regulations, known as
Statutory Instrument 2008 No 2362.
The 17 Classes of householder permitted development:
Under PART 1:
Class A: extensions & alterations to the house, except its roof
Class B: roof additions involving enlargement (e.g dormer windows)
Class C: roof alterations not involving enlargement (e.g. Rooflights)
Class D: porches outside an external door
Class E: garden buildings, heating oil & LPG tanks
Class F: hard surfaces (patios, paths...)
Class G: chimneys, flues and soil & vent pipes
Class H: microwave antennae (satellite dishes)
Under PART 2:
Class A: gates, walls and fences
Class B: forming an entrance from the garden to a road
Class C: painting.
Under PART 40:
Class A: solar panels on your house
Class B: solar panels in your garden
Class C: ground source heat pumps
Class D: water source heat pumps
Class E: biomass heating system flues
Class F: combined heat and power system flues
Permitted Development is intended to by-pass the need for a planning application
for common types of development. There are limits to what is permitted, but it still
covers around 17 Million homes in England. (The Dept. for Communities and Local
Government estimates 16.8 million)
